I doubt this would have happened in a McCain Administration.

AmEx is refunding $85 million to a quarter million customers, over fraud, failure to deliver, dunning practices, and so on.

Maybe it would have happened under a Republican administration. But the Republicans sure fought hard against the family of reforms and renewed government scrutiny which led to this fine. If Republicans would have been behind such efforts under a Republican administration, well, that would just smack of politics. And since the Republicans insist they haven't been obstructionist, we can only conclude that this wouldn't have happened under a McCain Administration.
